Ambassador's Biography
Ambassador Öztürk was born in Elazığ, Türkiye, on December 7, 1963. He graduated from the Faculty of Political Science at Ankara University in 1985.
Since joining the Ministry of Foreign Affairs (MFA) in 1985, he served as Attaché and Third Secretary at the NATO Department (1985-1989); Third Secretary at the Embassy of Türkiye in Tehran, Iran (1989-1991); Vice-Consul at the Consulate General in Chicago, IL, USA (1991-1994); First Secretary at the NATO Military Affairs Department (1994-1996); Senior Course Member at the NATO Defence College in Rome (1996); First Secretary and Counsellor at the Permanent Mission of Türkiye to NATO (1996-2000); Head of Section and Head of Department at the Deputy Directorate General for Euro-Atlantic Security and Defence Affairs, MFA (2000-2002); Consul General in Alexandria, Egypt (2002-2004); Head of the Maritime Department (2004-2007) and Deputy Director General for Maritime and Aviation Affairs, MFA (2007-2009); Ambassador of Türkiye to Kabul, Afghanistan (2009-2013); Director General for Multilateral Political Affairs (2013-2015) and Director General for International Security Affairs, MFA (2015-2016).
Between 2016 and 2018, he served as Deputy Undersecretary at the Ministry of National Defence, responsible for Plans and Policy as well as Budget and Financial Services. From 2018 to 2023, he served as the Permanent Representative of Türkiye to NATO. He was then appointed once again as the Director General for International Security Affairs, MFA (2023-2025), before assuming his current position as the Permanent Representative of Türkiye to NATO on 29 May 2025.
He is married and has two daughters.
